C.A.R.E – Connecticut Aquatic Resources Education
C.A.R.E. is under Connecticut’s DEEP (Department of Energy and Environmental Protection) and provides fishing instruction for children and adults all across the state of Connecticut. Classes are offered in many towns and at the CARE Center in Killingworth , CT. Classes are free and everything is provided for the courses.
Since it’s inception in 1986, over 186,000 people have learned to fish through the CARE (Connecticut Aquatic Resources Education) program. The instructors have donated thousands of hours to teach the courses to schools, youth groups, Boy & Girl Scouts, and families. Courses include:
- Freshwater Fishing
- Saltwater Fishing
- Ice Fishing
- Bass Fishing
- Fly Fishing
Bob Strassel Jr, the founder of Right on the Fly, has been a certified CARE instructor for several years and volunteers his time helping to teach fishing courses and at CARE events.

Fishing Licenses
Fishing Licenses in the State of New York
2021 New York State (Freshwater) Fishing License (Annual)
- Resident: Ages 16-69 $25.00
- Resident: Ages 70+ $5.00
- Non-Resident: $50.00
Additional information on a State of New York fishing license via the New York State Department of Environmental Conservation is available below. Fishing licenses can be purchased online, by phone, or at a Sporting License Issuing Agent Location.

- Resident *Inland Fishing: Ages 16-17 $14.00
- Resident *Inland Fishing: Ages 18-64 $28.00
- Resident *Inland Fishing: Senior Citizen (Ages 65+) FREE
- Resident All Waters Fishing (Saltwater & Freshwater): Ages 18-64 $32.00
- Resident All Waters Fishing (Saltwater & Freshwater): Ages 16 -17 $16.00
- Non-Resident *Inland Fishing: $55.00
- Non-Resident All Waters (Saltwater & Freshwater): $63.00
Trout Stamp (Required to fish for trout or salmon in Connecticut)
- Resident/Non-Resident: Ages 18-64 $5.00
- Resident/Non-Resident: Ages 65+ $5.00
- Resident/Non-Resident: Ages 16-17 $3.00
* Inland Fishing Licenses are required for anyone 16 years of age or older fishing in the Inland District (freshwater).
Note: Connecticut also offers an ‘All Waters’ fishing license that includes a resident or non-resident freshwater and marine (saltwater) license.
Additional information on a State of Connecticut fishing license via the State of Connecticut Department of Energy and Environmental Protection (DEEP) is available below. Fishing licenses can be purchased online, at participating town halls, designated vendors and tackle shops, or at DEEP Offices.
Leave No Trace
Leave No Trace in a non-profit organization that helps to minimize our impact on the environment and in the outdoors through educational programs and workshops. Leave No Trace teaches the seven principles to accomplish this. These are seven principles that we use when we guide.
The Seven Principles of Leave No Trace:
1. Plan Ahead and Prepare.
2. Travel and Camp on Durable Surfaces
3. Dispose of Waste Properly
4. Leave What You Find
5. Minimize Campfire Impacts
6. Respect Wildlife
7. Be Considerate of Other Visitors
By following these seven principles on all of our guided adventures we help to minimize our impact on the streams, rivers, and lakes that we fish.

Trout Unlimited
Trout Unlimited is a non-profit at the forefront of environmental conservation and protection of America’s coldwater fisheries and watersheds through environmental protection and restoration programs that benefit communities, the environment, and fisheries.
Through their hard work and their programs in Connecticut and New York they have helped restore rivers and protected the fisheries.These rivers include but are not limited to:
